China's Multi-Level Protection Scheme system is the fundamental framework of national cybersecurity management and a key regulatory mechanism for non-classified information systems.
According to the Cybersecurity Law of the People’s Republic of China and relevant national standards such as GB/T 22239-2019 “Information Security Technology — Basic Requirements of Cybersecurity Classified Protection”, information systems are classified into five security protection levels based on their significance to national security, economic development, and social life, as well as the potential harm to national security, social order, public interests, or the legitimate rights of individuals and organizations if compromised. These levels range from Level 1 (Autonomous Protection) to Level 5 (Special Control Protection) — the higher the level, the stricter the security requirements.
